In a news briefing , presidential spokesman Rigoberto Tiglao said President Arroyo approved the recommendation of Defense Secretary Angelo Reyes to make the ROTC an optional course, instead of the usual requirement for strictly military training. Malacanang is set to issue an administrative order before October, informing various colleges and universities about the renewed ROTC program. For student who prefer not to take the ROTC every Sunday, Tiglao said universities will offer alternative programs in law enforcement and civic welfare such as community service. This will be effected on the second semester of this year, which is October, he said. Tiglao assured that the optional ROTC program is within the bounds of the law. Upon consultations with the lawyers of the DND found that there is a decree, PD 1706 which would allow the immediate implementation of the optional system of ROTC training he said The renewed ROTC program is President Arroyos response to calls on imposing reforms on the alleged graft ridden military program. President Arroyo preferred to retain the ROTC program and instill reforms in the military course and its leadership, citing its importance to national security.
